Campus Police & Security

Located in the Student Success Center, the BC3 Campus Police Department exists to protect and serve the students, faculty, staff and visitors of the college, while maintaining a safe atmosphere to help encourage moral and intellectual growth.

The campus police department is responsible for law enforcement on campus, and the officers are vested with all the powers, authority and responsibility of any police officer of the commonwealth on property owned or operated by the college, including immediate adjacent public roads and property.

Personal Security Checklist

  • Trust your instincts! Be aware of your surroundings and report anything that doesn’t seem right.
  • Do not meet strangers alone. Tell someone who you are meeting, where you are going and when.
  • Mark personal belongings. Do not leave your keys, purse or backpack unattended.
  • Use well-lit walkways. Avoid shortcuts through isolated areas.
  • Note the location of emergency stanchions on main campus next to the Field House, Administration Building, and Maintenance Building. They project a blue light and have an intercom to call for help.
  • Program the BC3 Campus Police phone number into your mobile phone: 724-991-1020. There are phones located in classrooms and hallways. In the case of an emergency, pick up and dial 911.

Recognizing Concerning Behavior

If you suspect that a fellow student is in distress, contact the C.A.R.E. Team.

The C.A.R.E. Team uses campus and community resources to assists students who demonstrate concerning behavior or may be in jeopardy of harming themselves or others.

The C.A.R.E. Team is not an emergency service. In case of emergency, dial 911.

BC3 Ordinances

Section 1: Offense 

Any dog, cat, or other animal, which defecates upon the property of any campus and/or site owned and/or leased by Butler County Community College, while under control of the person in charge of such animal, is hereby declared to be a nuisance for which the owner or person in control thereof shall be liable hereunder, unless the owner or person in charge or control of such dog, cat or animal shall immediately remove all feces excreted by such animal, and immediately disposes of the same in a sanitary manner. 

Section 2: Seizure of Dog

Any licensed or unlicensed dog which is found running at large upon the property of Butler County Community College and is unaccompanied by the owner or keeper, may be properly seized and detained by the Butler County Community College Campus Police Department, and an attempt to make contact with the owner(s) shall be made.  If the owner or caretaker cannot be reached, the dog will be turned over to the State Dog Warden. 

Section 3: Penalties

Any person violating Section 1 of this ordinance shall be subject to a fine and penalty of not more than one-hundred ($100) dollars, not less than twenty-five dollars ($25). 

Section 1: Definitions

For the purpose of this Ordinance, the terms used herein are defined as follows:

  • Alcoholic Beverages:  any alcoholic liquid as so defined by the Pennsylvania Liquor Code, 47 P.S. §1-1020, including, among others, alcohol, liquor, malted or brewed beverages, potable distilled spirits, whiskey or wine.
  • Container:  includes any bottle, can, cup, or glass receptacle suitable for, or used to hold any liquid.
  • College Grounds and Property:  any campus, site, and/or property that is owned and/or leased by Butler County Community College.
  • College Vehicle:  any vehicle that is owned and/or leased by Butler County Community College. 

Section 2: Offense

No person shall consume, carry, transport, sell, distribute, purchase, or have in his/her possession while on any campus, site, property, and/or on/in any vehicle that is owned and/or leased by Butler County Community College, any bottle, can, container, or similar article containing an alcoholic beverage.

This prohibition includes, but is not limited to, all facilities, grounds, parking lots, property, and vehicles owned and/or leased by Butler County Community College unless authorized by the President for a specific event. 

Section 3: Penalties

  1. Any person found in violation of this Ordinance will be subject to a fine and penalty of not more than one-hundred ($100) dollars.
  2. Employees found in violation of this Ordinance will be subject to disciplinary action for College policy violation and the Executive Director of Human Resources/Equal Opportunity Compliance Officer will be notified.  Students found in violation of this Ordinance will be subject to the Student Code of Conduct for College policy violation and the Dean of Student Development will be notified.  Visitors who continue to violate this Ordinance may be asked to leave any campus, site, and/or property that is owned and/or leased by Butler County Community College. 

Section 1: Definitions

  • Board: Any board or similar device that is propelled by human power and gravity and or electronic or motorized power with or without wheels used for the purpose of transporting a person(s).  Such vehicles include, but not limited to, segways, hoverboards, balance scooters, and levitation boards.
  • Rollerblades and Rollerskates: A shoe or boot with wheels attached to the soles. 

Section 2: Offense

It is unlawful for any person to ride, propel, or otherwise operate a board or use rollerblades or rollerskates inside any building, upon any of the roads, sidewalks, and parking lots on any campus, site, and/or property that is owned and/or leased by Butler County Community College at any given time.

Excluded from this is wheelchairs or motorized devices utilized by persons with physical impairments and/or disabilities.

Section 3: Penalties

Any person violating Section 2 of this ordinance shall be subject to a fine and penalty of not more than one-hundred ($100) dollars, not less than twenty-five dollars ($25).  Upon conviction, the board, device, rollerblades, and/or rollerskates used in violation of this ordinance may be impounded by the Campus Police Department of Butler County Community College for a period not exceeding thirty (30) days.

Section 1: Offense

It shall be unlawful for any person to loiter, loaf, wander, stroll, idle, stand or congregate either alone and/or in concert with others in such a manner as to obstruct, hinder, impede or annoy, the free and uninterrupted passage of pedestrian(s) and/or vehicle traffic within the confines of any hallway, roadway, parking lot, and/or sidewalk at any campus, site, and/or property that is owned and/or leased by the Butler County Community College.

When any person causes or commits any violation as set forth herein, the police officer shall first order that person(s) to stop causing or committing such condition and to move on or disperse, and the failure of the said person(s) to obey said order shall cause the said person(s) to be guilty of a violation of this ordinance.  Each request by a Campus Police Officer, of a person(s) to stop causing or committing such condition, and to move on or disperse shall be a separate offense under this ordinance, provided further that the police officer shall warn the said person(s) that each separate request by the police officer is considered a separate offense. 

Section 2: Penalties

Any person violating Section 1 of this ordinance shall be subject to a fine and penalty of not more than one-hundred ($100) dollars, not less than twenty-five dollars ($25). 

Section 1: Offenses

It shall be unlawful for any person to:

  1. Throw any waste paper, sweepings, ashes, household waste, glass, metal, refuse or rubbish, or any dangerous or detrimental substance into or upon any road, sidewalk, parking lot, or land on any campus, site, and/or property that is owned and/or leased by Butler County Community College.
  2. Interfere with, scatter, or distribute the contents of any receptacle containing ashes, garbage, household waste, or rubbish.

Section 2: Penalties

Any person violating Section 1 of this ordinance shall be subject to a fine and penalty of not more than one-hundred ($100) dollars, not less than twenty-five dollars ($25). 

Section 1: Definitions

For the purpose of this ordinance, the terms used herein are defined as follows:

ATV or All Terrain Vehicle  

A motorized, off-highway vehicle, which travels on three or more inflatable tires and which has:

  1. a maximum width of 50 inches and a maximum dry weight of 800 pounds; or  
  2. a width, which exceeds 50 inches or a dry weight, which exceeds 800 pounds.

UTV or Utility Terrain Vehicle

The Utility Terrain Vehicle (UTV), also commonly referred to as Side-By-Side, Multipurpose Off-Highway Utility Vehicle (MOHUV), and/or Recreational Off-Highway Vehicle (ROV.):

  1. 1. is designed with side-by-side seating with four or more tires; and
  2. dry weight of less than 2,000 pounds.

Snowmobile

An engine driven vehicle, which is all of the following:

  1. is designed to travel over snow and/or ice;
  2. has an endless belt track or tracks;
  3. is steered by a ski or skis; and
  4. has an overall width of 48 inches or less.

Dirt-bike

A motor vehicle having a seat, or saddle for the use of the rider, and designed not to travel on more than three wheels in contact with the ground, and is designed to travel off of the highway.

College Grounds and Property

Any campus, site, and/or property that is owned and/or leased by Butler County Community College.

Authorized Representative

Any person who holds one of the following titles at Butler County Community College; a campus police officer or the Director of Campus Police and Security. 

Section 2: Offenses

No person shall operate an ATV, UTV, snowmobile, or dirt bike on any campus and/or site owned and/or leased by Butler County Community College, without the written permission of an authorized representative of the college.  Any person operating an ATV, UTV, snowmobile or dirt bike on college grounds, shall stop and identify himself upon the request of any employee of the college, and if requested to do so, shall promptly remove the said vehicle from the premises. 

Section 3: Penalties

Any person violating Section 2 of this ordinance shall be subject to a fine and penalty of not more than one-hundred ($100) dollars, not less than twenty-five ($25) dollars. 

In order to maintain a safe atmosphere for, pedestrians and drivers of motor vehicles and to protect any campus, site, and/or property that is owned and/or leased by Butler County Community College, the Board of Trustees recognizes and approves of the Campus Police Officers to enforce the speed limits of the College’s roadways and parking area roadways, by using any speed timing device that is approved under the Pennsylvania Vehicle Code, 75 Pa. C.S. §3368.  Speed Timing Devices. 

Section 1: Definitions

For the purpose of this Ordinance, the term used herein is defined as follows:

  • Tobacco:  any genus of (Nicotiana tobacum) of chiefly tropical American plant of the nightshade family or any various similar plants of other genera.
  • Tobacco-Related Products:  any product or products produced and/or prepared from the tobacco plant for, but is not limited to, smoking, chewing, or snuffing of the plant, its leaves, and/or its byproduct, which shall include, but is not limited to, cigarettes, cigars, snuffing, chewing Tobacco and/or Pipe Tobacco.
  • Electronic Smoking Devices:  any devices used to vaporize a liquid or substance into an aerosol that the user inhales.  These devices shall include, but are not limited to, vaporizers, vape pens, hookah, hookah pens, electronic cigarettes (E-Cigarettes), and epipes.
  • College Grounds and Property:  any campus, site, and/or property that is owned and/or leased by Butler County Community College.
  • College Vehicle:  any vehicle that is owned and/or leased by Butler County Community College. 

Section 2: Offense

It shall be unlawful for any person to:

  1. Smoke and/or use of any tobacco, tobacco-related products, and/or electronic smoking devices on any campus, site, and/or property that is owned and/or leased by Butler County Community College and in/on any College vehicle. 

Section 3: Penalties

  1. Any person found in violation of this ordinance will be subject to penalties as follows:
    1. For a first violation of this ordinance, the violating person shall be verbally informed of the Butler County Community College Tobacco-Free Policy and warned of the increased penalties for further violations. 
    2. For a second violation of this ordinance, the violating person shall be fined $15.00 and will be verbally warned of the increased penalties for further violations. 
    3. For third and subsequent violations of this policy, the violating person shall be fined $25.00 for each violation. 
  2. Employees found in violation of this ordinance will also be subject to disciplinary action for College policy violation and the Executive Director of Human Resources/Equal Opportunity Compliance Officer will be notified.  Students found in violation of this ordinance will also be subject to the Student Code of Conduct for College policy violation and the Dean of Student Development will be notified.  Visitors who continue to violate this ordinance may be asked to leave any campus, site, and/or property that is owned and/or leased by Butler County Community College.

It is unlawful for any person to ride, propel, or otherwise operate a bicycle inside any building, upon any of the roads, sidewalks, and parking lots in such a manner as to obstruct, hinder, impede the flow of vehicle or pedestrian traffic, or poses a danger to the operator, bystander, and/or property on any campus, site, and/or property that is owned and/or leased by Butler County Community College at any given time.  This is not intended to prohibit bicycles for commuting purposes or use of bicycles in wooded area, parking lots, and/or walking trail. 

Section 2: Penalties

Any person violating Section 2 of this ordinance shall be subject to a fine and penalty of not more than one-hundred ($100) dollars, not less than twenty-five ($25) dollars.  Upon conviction, the bicycle used in violation of this ordinance may be impounded by the Campus Police Department of Butler County Community College for a period not exceeding thirty (30) days.

  • Drug Paraphernalia:  all equipment, products, and materials of any kind which are used or intended for use or customarily intended for use in planting, propagating, cultivating, growing, harvesting, manufacturing, compounding, converting, producing, processing, preparing, testing, analyzing, packaging, repackaging, storing, containing, concealing, injecting, ingesting, inhaling, or otherwise introducing into the human body a controlled substance.
  • College Grounds and Property:  any campus, site, and/or property that is owned and/or leased by Butler County Community College.
  • College Vehicle:  any vehicle that is owned and/or leased by Butler County Community College. 

Section 2: Offense

It shall be unlawful for any person to:

  1. Use, possess, deliver, manufacture, and/or sell any drug paraphernalia, including all equipment, products, and/or materials of any kind, which are used, intended for use, or designed for use of a controlled substance on any campus, site, property, and/or on/in any vehicle that is owned and/or leased by Butler County Community College. 

Section 3: Penalties

  1. Any person found in violation of this Ordinance will be subject to a fine and penalty of not more than one-hundred and fifty ($150) dollars.
  2. Employees found in violation of this Ordinance will be subject to disciplinary action for College policy violation and the Executive Director of Human Resources/Equal Opportunity Compliance Officer will be notified.  Students found in violation of this Ordinance will be subject to the Student Code of Conduct for College policy violation and the Dean of Student Development will be notified.  Visitors who continue to violate this Ordinance may be asked to leave any campus, site, and/or property that is owned and/or leased by Butler County Community College. 

BC3 Campus Police Department Staff

The Campus Police Department is currently staffed by full-time and part-time officers who have all completed the Municipal Police Officer Training Course known as Act 120. The officers have full police powers and they do enforce but are not limited to, the Pennsylvania Crimes Code, Pennsylvania Vehicle Code and ordinances of Butler County Community College.
