Call To Order Mr. Steffler called the meeting to order at 12:30 p.m.
Agenda Dr. DiCuccio moved to approve the revised agenda to include the addition of action items.   Motion Carried.  
Minutes Dr. DiCuccio moved to approve the Minutes of the May 15, 2013, Regular Board Meeting. .   Motion Carried.
Introduction of Guests Susan Changnon introduced today’s guests.
Treasurer's Report Jim Hrabosky reviewed the May Operating, Capital, Academic Enhancement and Restricted Funds Budget Summaries. He also reviewed the Enrollment Report as of June 17, 2013. The Budget Summaries were accepted as presented.
Public Comment None
President's Report Dr. Neupauer reported on the following:

State and Federal Activities
-Five PA community college presidents have announced they are retiring or moving to other positions.
-A presidents’ retreat will be held at Penn Highlands Community College on August 12-14.
-Dr. Neupauer received word last week from the PA Dept. of Education that the Library renovation will be funded.


College Activities
-The College will be closed July 4 in observance of the Independence Day holiday and on September 2 in observance of the Labor Day holiday.
-At today’s annual meeting, the United Way of Butler bestowed on BC3 the Award of Excellence and the Pacesetter Award.
-BC3 was once again named a Military Friendly School for 2014 by Victory Media.
-BC3’s Rho Phi Chapter of Phi Theta Kappa fulfilled all requirements to be named a “2 Star Chapter” at the recent Middle States Regional Convention.
-Dr. Neupauer will attend AACC’s Presidents’ Academy Summer Institute in Baltimore in July.
-The T building board room will officially be named for Mr. Ray Steffler. A formal celebration will be held in September.
Committee Reports
Executive Mr. McDowell reported the committee met with the Finance committee on June 3. Agenda items included a review of the 2013-14 insurance renewals, the 2013-14 budget which includes a $5 increase in both tuition and the comprehensive fee, the opportunity with the Community College of Beaver County and bid results on the lease of the president’s vehicle.

Mr. McDowell moved to approve the 2013-14 budget as presented. Motion Carried.

Resolution 13-20, Tuition Policy, Academic Year 2013-14
Mr. McDowell moved to approve the tuition policy as presented. Motion Carried.
Finance No report.
Facilities Mr. Rittelmann reported on the following:
-Schematic design on the library is complete.
-State funding of the library was approved.
-Stantec is preparing renderings of the library.
-The Children’s Creative Learning Center renovation is moving along.
-Although it is a tight schedule, BC3 @ Brockway will be ready for fall classes.
Executive Session An Executive Session was held from 1:10-2:15 p.m. to discuss personnel-related issues..
Personnel Motion, Amendment to the Description of Compensation and Benefits for Administrators and Professional/Technical Employees
Dr. DiCuccio moved to approve the Amendment as presented. Motion Carried.

Motion, Presidential Executive Employment Agreement
Dr. DiCuccio moved to approve the Agreement to retain Dr. Nicholas C. Neupauer and authorize Linda Dodd, Director of HR/EOC Officer to finalize the Agreement in conjunction with legal counsel. The contract shall be effective July 1, 2014, and continue in force, as agreed, under the terms of the contract. Motion Carried.
Academic
Assessment
Francie Spigelmyer reported the committee met on June 17 to discuss the five-year reviews of the Physical Therapy Assistant program, the English program and the Hospitality Management program. After discussion with the Deans, the Committee recommends the continuation of each program. Ms. Staible added the review process is very thorough and done to improve the quality of the programs and not just to go through the motions.
Delegate Reports
Foundation Ruth Purcell reported on the following:
-The Executive Committee met on June 18 and created a Steering Committee for the campaign.
-A grant application was submitted to the Alcoa Foundation to support the outdoor classroom that will be part of the renovation of the Children’s Creative Learning Center.
Old Business Motion, Community College of Beaver County Board of Trustees Exploration Offer for Potential Merger
Dr. DiCuccio moved to decline the offer from the CCBC Board of Trustees to explore the potential merger of our respective institutions into a single community college district operating multiple campuses. Motion Carried.

Motion, 2013-14 Officer Election
Mr. Marburger moved to elect the officers that were nominated at the May 15, 2013, board meeting:
Chair - Ray Steffler
Vice-Chair - William DiCuccio
Secretary - Jessica Forsythe
Treasurer - Bruce Mazzoni
Motion Carried.

Adjournment Mr. Marburger moved to adjourn the meeting. Motion Carried. The meeting adjourned at 2:30 p.m.
