Call To Order Mr. Steffler called the meeting to order at 12:30 p.m. 
Agenda Ms. Forsythe moved to approve the agenda.  Motion Carried.
Minutes Mr. McDowell moved to approve the Minutes of the March 21, 2012, Regular Board Meeting.  Motion Carried.
Introduction of Guests Susan Changnon introduced today’s guests.
Treasurer's Report Jim Hrabosky reviewed the April Operating, Capital, Academic Enhancement, Restricted Funds Budget Summaries.  He also reviewed the Enrollment Report as of May 16, 2012.  The Budget Summaries were accepted as presented. 
Public Comment None
President's Report Dr. Neupauer reported on the following:

State and Federal Activities
-Dr. Neupauer was appointed to a committee charged with reviewing  the economic stipend formula for funding community colleges in Pennsylvania.  He is the only community college president on the committee.
-The community college presidents are scheduled to meet with the PASSHE presidents in Harrisburg on June 14.

College Activities
-The College will be closed May 25 and 28 for the Memorial Day holiday.
-Four candidates for the VP of Student Services position were interviewed on-campus last week.  Dr. Neupauer intends to make his decision next week, with a July 1, start date.
-Dr. Neupauer thanked the trustees for attending the May 15, Commencement ceremony.  A record number of graduates participated.  A live stream of the ceremony was provided on the BC3 web site.
-Mr. Steffler, Dr. Neupauer and Dr. Spigelmyer attended the Nurses Pinning ceremony on May 10.  It was a great event.
-We are moving ahead with construction of the Shaffer Walking Trail.
-An ad-hoc committee was formed to review student housing feasibility study proposals.
-A major gifts campaign consultant was hired.
-The Master Plan is moving forward.
-BC3’s future in Cranberry is being discussed.
-The College will soon conduct an economic impact study.  The last study was conducted in 2006.
-Dr. Neupauer will be the Grand Marshall and keynote speaker at the Ellwood City Memorial Day Parade on May 28.  In Washington, DC, today, U.S. Army Specialist Leslie H. Sabo, of Ellwood City, received a posthumous Medal of Honor for his service during the Vietnam War, that cost him his life. 
Dr. Neupauer will incorporate Mr. Sabo’s selflessness in his remarks on the 28th.
Committee Reports  
Executive No report.
Finance No report.
Facilities Mr. Rittelmann reported the committee on May 14, to discuss the Cranberry Expansion Committee’s final report.  The complete report will be presented to the full board in June.  Then a decision will need to be made to expand the current Cranberry Center or build a new site.


An update to the College’s 2009 Master Plan was presented.  The President’s Cabinet will share the report with the full Board, the BC3 Education Foundation, Inc., and the College community this summer and into the early part of the fall 2012 semester.


Four bids were received for construction of the Shaffer Walking Trail.  The architect and solicitor are currently reviewing the bids.


BC3 is one of four community colleges awarded funding from PDE for a one-time project.  With PDE’s approval, a door renovation project will be completed with the $315,000 received (along with a match from the College).  The renovation will focus on accessibility, safety and energy effectiveness.
Personnel No report.
Dr. Spigelmyer reported the committee met on May 3, to review the four Computer Aided Drafting degree programs.  The faculty members teaching these programs are the true experts and did an outstanding job at the meeting.  The outlook for jobs is steady. Credits can be easily transferred.  Thank-you to Mr. Dick Rittelmann and Mr. Alva Hill for the expertise they bring to the classroom.  The only concern is low enrollment in some of the programs.
Delegate Reports
Foundation Ruth Purcell reported on the following:
-The major topic for the May 10, meeting was the engagement of a consultant for a capital campaign feasibility study. 
-Scholarship information and applications are now posted on the BC3 web site.  July 1, 2012, is the deadline for application for scholarships for the 2012-2013 academic year.  We are projecting that we will award 78 named scholarships in the amount of $90,000 and Academic Honors Scholarships in the amount of $100,000 which would be a record amount of scholarships for BC3 students.
- Jim Taylor, Jessica Forsythe, Dave Todd, Bill Thomas, Jim Hrabosky and Ruth Purcell make up an ad hoc committee that will review the proposals submitted by firms interested in conducting a feasibility study for student housing.
Alumni Report per Mr. Miller
-The Pioneer Golf Outing is Friday June 8, at St. Jude’s Golf Club. Tee off is at 12 noon.  Sponsorships are still available as are player packages.
-Mike Franko represented the Alumni Association at the May 15, Commencement ceremony.
-Thank-you to Brian Opitz and his staff for the outstanding grounds preparation for the end-of-semester activities.
Old Business No report.
New Business Motion – 2012-13 Officer Nominations
Mr. Steffler presented the slate of officers:

Mr. Steffler asked for nominations from the floor.  No additional nominations were received and the nominations were closed.  The nominees will be elected at the June 20, board meeting.

Mr. Steffler announced a Board Work Session will be scheduled this summer. The next board meeting will be held on June 20, at the Main Campus
Executive Session An Executive Session was held from 1:05 to 2:00 p.m. to discuss personnel-related issues.
Adjournment Mr. Marburger moved to adjourn the meeting.  Motion Carried.  The meeting adjourned at 2:00 p.m.
