Call To Order Mr. Steffler called the meeting to order at 12:30 p.m. 
Agenda Ms. Chew moved to approve the revised agenda to include the addition of Resolution 12-04. Motion Carried.
Minutes Mr. Rittelmann moved to approve the Minutes of the January 18, 2012, Regular Board Meeting. Motion Carried.

Mr. Steffler introduced and welcomed Mr. Scott McDowell to the Board of Trustees. He replaces Dr. Robert Smith. Mr. McDowell will serve on the Finance Committee. His term runs through June 30, 2015.
Introduction of Guests Susan Changnon introduced today’s guests.
Treasurer's Report Jim Hrabosky reviewed the February Operating, Capital, Academic Enhancement and Restricted Funds Budget Summaries. Dr. Neupauer reviewed the Enrollment Report as of March 21, 2012. The Budget Summaries were accepted as presented.

President's Report Dr. Neupauer reported on the following:

State and Federal Activities
-Dr. Neupauer attended the annual National Legislative Summit on February 14-15, in Washington, DC.  He met with Rep. Altmire and also with representatives for Senators Casey and Toomey.  The focus of the Summit was Pell grants.
-On March 1, Dr. Neupauer testified before the PA House Appropriations Committee for operating and capital funding.  The Presidents of the Community College of Allegheny County and Bucks County Community College testified as well.
-Dr. Neupauer attended the annual League for Innovation conference on March 5-7, in Philadelphia.
-Mr. Steffler, Dr. Neupauer, several members of President’s Cabinet and staff will attend the annual meeting of the PA Commission for Community Colleges on April 1-3, in Hershey.  Students, April Beaman and Joy Dillon will be honored as part of the All-PA Academic Team at a banquet on April 2.  For their academic achievement, they will receive a full scholarship to any PASSHE university.

College Activities
The College will be closed on April 6-7, for the Easter holiday.
-Rep. Mike Kelly visited campus on February 24.  He toured the campus and saw an ADMS presentation.
-The state budget proposal means a cut of $350,000 for BC3.
-Dr. Neupauer distributed information on online enrollment trends.
-BC3 is the recipient of a Paragon Award from NCMPR for our billboards and a CUPRAP Award for our Admissions poster.
-The Butler Eagle held their Annual Readers Choice Awards and BC3 won three awards: Gold for Best College, Gold for Best Education and Gold for BC3 Cranberry for Best College.
 -The Moraine Trails Council will award BC3 their Distinguished Corporate Citizen Award at a banquet on May 31.
-We are moving forward with Marcellus Shale training.   To date, four students have found jobs.
-A Dress for Success clothes closet will be available to students in April.  Professional clothing was donated from which students will select interview outfits at no charge.
-The March 20, Post-Gazette lists BC3 as one of the top educational institutions in PA.
Committee Reports  
Executive No report.
Finance No report.
Facilities Mr. Rittelmann reported that work continues on the Master Plan, with the focus on the Library. 

A formal report from the Cranberry Expansion Committee will be made to the Trustees within two months.
Personnel Dr. DiCuccio reported that the committee met on February 16 and March 21, to discuss the following action items:

Resolution 12-01 - Acceptable Use of Technology Policy
Dr. DiCuccio moved to adopt the policy as presented.  Motion Carried.

Resolution 12-02 - Mobile Devices Usage Policy for Students
Dr. DiCuccio moved to adopt the policy as presented.  Motion Carried.

Resolution 12-03 - Mobile Devices Usage Policy for Employees
Dr. DiCuccio moved to adopt the policy as presented.  Motion Carried.

Motion - Ordinance #9 – Rollerblades
Dr. DiCuccio moved to approve the Rollerblades Ordinance as presented.  Motion Carried.

Motion - Tenure
Dr. DiCuccio moved to grant tenure to Mary Beth Galante, Stephen M. Mayfield and Amy J. Xin.  Motion Carried.

Motion - Advancement in Rank
Dr. DiCuccio moved to promote the following faculty members:

Amy M. DeVore
Denise R. Karavias
Sherri L. Mack

Motion Carried.

Dr. Neupauer noted Resolutions 12-01, 12-02 and 12-03 will be posted on the College’s website.

Delegate Reports
Foundation Ruth Purcell reported on the following:
-Three new members were elected to the Foundation Board at the meeting on March 8.  They are Mo Goodwin, Lew McEwen and Tony Shakely.
-Also on March 8, the Board adopted the spending rate for endowed scholarships for 2012.  The spending rate is 5.2% from the restricted endowment fund.
-Sue Bennitt was recognized as Woman of Legacy at the Butler Health System Crystal Ball gala on March 17.
-The Foundation submitted an application to receive designation as Educational Improvement Organization under the PA Educational Improvement Tax Credit (EITC) Program.  The designation will facilitate private gifts to the College within the High School Program from companies that quality for the EITC program.
Old Business No report.
New Business Resolution 12-04 - Used Telescopic Handler Bid Award
Mr. Marburger moved to award the bid of $32,605.72 to Walsh Equipment of Prospect, PA, for a 1999 Lull Model 844C-42 telescopic handler.  Walsh Equipment submitted the lowest responsible bid.
Adjournment Mr. Rittelmann moved to adjourn the meeting.  Motion Carried.  The meeting adjourned at 2:02 p.m.
