Call To Order Mr. Steffler called the meeting to order at 12:35 p.m. 
Agenda Ms. Chew moved to approve the revised agenda.  Motion Carried.
Minutes Dr. DiCuccio moved to approve the Minutes of the September 19, 2012, Regular Board Meeting.  Motion Carried.
Introduction of Guests Susan Changnon introduced today’s guests.
Treasurer's Report Jim Hrabosky reviewed the September Operating, Capital, Academic Enhancement, Restricted Funds Budget Summaries.  He also reviewed the Enrollment Report as of October 17, 2012.  The Budget Summaries were accepted as presented. 
Public Comment None
President's Report Dr. Neupauer reported on the following:

State and Federal Activities
-The community college Presidents will meet in Hershey on October 25-26.
-Dr. Neupauer participated in a press conference in the Capitol Rotunda on October 3.  The subject was community colleges addressing high-priority job areas.  BC3 is leading the training in the Marcellus Shale industry.  The event received much coverage.
-On October 12, BC3 partnered with the Commonwealth of PA in being a landing site for PA National Guard training exercises.
-The BC3 @ Brockway public announcement is scheduled for 11/13.  We received $500,000 in an operating grant from the state.  These funds will be provided to BC3 annually.

College Activities
-The College will be closed November 21-24 for the Thanksgiving holiday.
-Dr. Neupauer and the Communications and Marketing staff attended the NCMPR conference held in Pittsburgh on October 15-16.  They made presentations and BC3 was also the recipient of four awards.
-Asphalt will be poured on the walking trail the end of next week.
-Dr. Neupauer chaired the 2012 American Heart Association Heart Walk.  It was held on the main campus on October 13.
-The American Legion lists BC3 as a military- and veteran-friendly college.
-The Foundation received $50,000 from Peoples TWP LLC for the EITC program.
-An Open House was held on October 16.  Over 500 people visited the campus, 217 applications were submitted, 77% of those who pre-registered showed up and there were 98 walk-ins.  Kudos to Francie Spigelmyer and Case Willoughby and their staffs.
Committee Reports  
Executive Dr. DiCuccio reported the committee met via telephone conference on September 28 to discuss the military training opportunity for the PA National Guard scheduled for October 11.  The committee met in lieu of calling a special meeting of the Board and acted on the Board’s behalf to authorize Jim Hrabosky to sign a landowner statement regarding the training.  By a vote of 3-1 in favor, the Executive committee authorized Jim Hrabosky to sign the agreements, with ratification by the full Board at the next regular meeting.

Resolution 13-09 Ratification of Military Training Landowner Agreement
Mrs. Hawkins moved to ratify the action of the Executive committee taken on September 28, 2012, authorizing the Vice-President for Administration and Finance to execute a Landowner’s Statement allowing the Pennsylvania National guard to conduct aerial and landing exercises on College property.  Motion Carried.
Finance Mr. Mazzoni reported the committee did not meet.
Facilities Mr. Rittelmann reported the committee did not meet.
Executive Session An Executive Session was held from 1:12 to 2:05 p.m. to discuss personnel-related issues.
Personnel Dr. DiCuccio reported the committee met on October 15 to discuss faculty negotiations, the Firearms Policy and an HR update.

Assessment
Mrs. Hawkins reported the committee did not meet.
Delegate Reports
Foundation Ruth Purcell reported on the following:

Major Gifts Campaign Feasibility Update – Letters were sent under President Neupauer’s signature asking select community leaders to participate in either an interview or a summit (focus group) to collect information about the perception of the College, BC3 leadership, boards, and faculty/staff.  Discussion will also focus on the initiatives outlined in the Case for Support and the potential for campaign support and leadership.  The interviews will be conducted by Dave Trader and Maureen Winney from the Armistead Group and will take place during the weeks of October 22 through November 2. Summits will be held:
  • Monday, October 29 at noon at BC3 @  LindenPointe
  • Tuesday, October 30 at 7:30 a.m. at BC3 @ Main Campus
  • Tuesday, October 30 at noon at BC3 @ Cranberry

A representative group of BC3 faculty and staff have been asked to participate in an online survey for the feasibility study.

The Campaign Feasibility Report will be presented to a joint meeting of the Trustees and Foundation Board on Thursday, December 6, 2012, at 4:30 p.m. at a location to be announced.

The Oak Hills Legacy Dinner is Saturday, October 20, 2012, in Founders Hall. This event recognizes donors and the 2012 scholarship recipients. The 2012 Distinguished Alumni, Candy Hartley ’84 and Robert Olszewski ’96 are the keynote speakers. Please let Julie know if you plan to attend.  
Old Business Mr. Steffler reported Jennifer Linn is recovering from surgery and doing well.  We wish her the best.
New Business Resolution 13-10 Amendment to Resolution 12-08, Bond Refinance
Dr. Tylinski moved to approve the amendment to Resolution 12-08 which approved the issuance of College revenue bonds Series 2012.  The amendment came at the request of bond counsel who requested to amend the original Resolution to modify the definition of the project along with the type of bonds that are being issued.  Motion Carried.
Adjournment Ms. Forsythe moved to adjourn the meeting.  Motion Carried.  The meeting adjourned at 2:15 p.m.
